Senate Properties is a government owned enterprise under the aegis of the Finnish Ministry of Finance and is responsible for managing the Finnish state's property assets and for letting premises. Senate Properties provides services related to premises, primarily to customers which form part of the state administration. The services include leasing premises, investments, and the administration and development of the property portfolio.  As a business enterprise, Senate Properties finances its own operations and is not dependent on the state budget. The building stock comprises university, office, research, cultural and other buildings.

Utilization
The building is a typical office building with mainly office rooms (3-7 floors). The special spaces are the 1st floor with vault spaces and the 2nd floor used as archive spaces. On the 8th floor there is a restaurant and some meeting rooms. The 9th floor consists of technical rooms.

Building concept
The building is a "box"- type building with facades facing southeast and northwest. The buildings envelope U-values are according to the building code of 1984. Windows are triple-glazed.

HVAC concept
The building is connected to Helsinki Energy district heating network and district cooling network. The type is a radiator heating with thermostatic radiator valves. There are eight air handling units with water-glycol heat recovery, heating and cooling. Space cooling using active beams. Building automation system.
